Neil litigates a broad array of commercial cases and advises clients on privacy, cybersecurity, and other aspects of technology law. During his practice, he has handled major industrial accident, business tort, environmental, insurance, and construction claims before trial courts and on appeal.

Outside the traditional courtroom, he has fought government contract cases before the General Accounting Office and other governmental agencies, defended clients in enforcement actions before the SEC, arbitrated broker-customer disputes before the Financial Institutions Regulatory Authority (FINRA), arbitrated construction claims and other matters before the American Arbitration Association, and defended clients in occupational licensing matters and before the Occupational Safety and Health Review Commission in North Carolina.

In addition to his litigation practice, he holds the CIPP/US, CIPP/E, and CIPM credentials from the International Association of Privacy Professionals (IAPP). He advises clients on the legal requirements imposed by the GDPR, CCPA/CPRA, and other potentially applicable privacy laws and helps them develop privacy and cybersecurity programs that comply with the applicable law. He also helps clients draft privacy notices, advises them on obtaining consents, assists with responses to data subjects, and works with clients on data protection impact assessments, data mapping, development of processing records, vendor management, and incident response.

Neil is the Legislative Chair for the North Carolina Bar Association’s Privacy & Data Security Section, a former Co-Editor in Chief of the Sedona Conference’s Commentary on Law Firm Data Security, and a former member of the Steering Committee for the Sedona Conference’s Working Group 11 on Data Security and Privacy Liability. He continues to participate in the activities of Working Group 11.

Neil also devotes time to public service. He currently serves on the UNC Board of Visitors and has previously served in a number of leadership roles in local government and volunteer organizations. In the legal sphere, he has represented numerous guardians ad litem for minor children in the North Carolina Court of Appeals.

Before joining Parry Law, Neil was a member of Penry Riemann PLLC for more than 20 years.
